Some discussion ensued about going to a straw ballot, and <br />Chairman Wheeler believed that a straw ballot has to be held in <br />unison with another election. <br />Attorney Vitunac confirmed that you can't call a special <br />election just for a straw ballot. <br />Commissioner Bird asked about wording a referendum so that we <br />ask for voter approval to purchase the property at a certain price <br />with the understanding that a millage would be levied in the next <br />taxing year on a one-time, one-year basis to generate the funds to <br />buy the property. Possibly then we could do some interfund <br />borrowing in the interim until the tax money comes in. <br />Attorney Vitunac noted that the tax money would be not this <br />year but the following year, and the authorization of the voters <br />would be to do whatever interim borrowing is necessary. <br />OMB Director Baird interjected that we have to be careful <br />about how the auditors look at interfund borrowing, and Commis- <br />sioner Scurlock noted that it might have to be done by tax <br />anticipation notes. <br />Discussion continued as to wording the referendum so that <br />public would know the purchase price and know how much they are <br />going to tax themselves, and Administrator Chandler suggested that <br />staff again confirm the price with Mr. Ewing and then bring back <br />the wording. He felt this could be ready by the next meeting if <br />the Board votes to go this way. <br />Mr. Perosa again argued the cost of going to referendum and <br />stressed that he would like to see what Mr. Ewing would do if he <br />were approached right now and offered 2 million cash, and Chairman <br />Wheeler stood by his position that a referendum is necessary since <br />this is a non-essential item. <br />After more suggestions, Commissioner Bird believed staff has <br />to help us on the exact wording of the referendum and can bring <br />that back at a subsequent meeting, but he would try the following <br />Motion: <br />JUN 13 1989 <br />55 �.., �, <br />EOoK F"GE e�e1� <br />
