JUN 18 1989 <br />ANALYSIS: <br />LOOK 77 pnc 6 <br />After the above was done, Frizzell contacted Buford Goff and Associates <br />to look at Phase II electronics and give a cost figure to correct the <br />problems. W.R. Frizzell submitted the following cost estimate: <br />Engineering Fees $40,000 - $50,000 <br />Demolition and Construction $300,000 <br />Frizzell Coordination $7,000 - $8,000 <br />RECOMMENDATIONS• <br />It is recommended by staff to proceed •with the action to correct the <br />Phase II detention electronic problems and authorize Buford Goff and <br />Associates to perform the engineering to correct the deficiencies at a <br />cost not to exceed $46,000. Funding will come from Phase III monies. <br />The Administrator noted that this was on the last agenda and <br />there was a question raised about the $32,000 awarded Buford Goff <br />before and whether there was a duplication. He has now determined <br />that amount,was a part of the contract for the design of Jail <br />Phase III. Obviously in designing that, it would need to be <br />compatible with whatever our ultimate solutions were going to be <br />to correct the problems in Phase II. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, to accept staff recommendation. <br />Questions arose about litigation, and Commissioner Bird <br />believed there needs to be more discussion on this matter. <br />COMMISSIONERS SCURLOCK AND EGGERT WITHDREW THEIR MOTION. <br />Attorney Vitunac wished to bring the Board up to date. He <br />advised that this matter was on the agenda routinely last week and <br />was postponed until today. Friday afternoon late a letter was <br />delivered from Schopke, the contractor on Phase II, saying that <br />his sub -sub, ECSI, would arrive here this morning to continue <br />warranty work on the Jail Phase Il. Months ago we wrote Schopke <br />saying that ECSI would no longer be allowed on the job because <br />their work had been totally unacceptable; they hadn't repaired <br />anything; the Jail was a hazard; and to protect our own interests <br />66 <br />
