I7 <br />installed this system, and if they are willing to come back under <br />warranty and try to correct it, what is our concern? <br />Administrator Chandler felt we may want to hear from <br />Mr. Sebring, who is the project manager on this for Frizzell. <br />While this person apparently is prepared to do some work on <br />panels, it is his understanding that the problems go far beyond <br />that. There have been promises made over a period of many months <br />that were not lived up to. <br />Commissioner Bird asked if the other problems are something <br />Mr. Ferry's company would be involved with, and General Services <br />Manager Dean noted that he did not know what has taken place <br />between Mr. Schopke and his subcontractors, but he did not feel, <br />based on past performance, that these problems can be eliminated <br />just by installing new panels; there are other problems that <br />exist. He further noted that he has been instructed by the <br />county's legal staff not to let anyone on the premises except to <br />work on items other than the detention electronics. <br />Mr. Sebring, project coordinator, informed the Board that <br />from what he understands there are some circuit boards that need <br />to be replaced. He is not an electronics expert; he just knows it <br />does not work, and they have gone through these motions to try to <br />get this fixed. They made their recommendation to the county on <br />March 10th and were advised as to how we were going to proceed <br />with this and that's when they wrote the letter and said the <br />contractor and subcontractor would not be allowed access to the <br />jail to make these repairs. <br />Commissioner Scurlock asked if Mr. Sebring is in a position <br />to tell us today that replacing the panels will not solve the <br />problem. <br />Mr. Sebring stated that, from his understanding of what the <br />problems are, he did not believe it would. He felt there is also <br />some electronics associated with the switches and other devices <br />and how they all work together. Right now they get false readings <br />70 <br />
