COMMISSIONER EGGERT SECONDED THE MOTION made earlier <br />by Commissioner Scurlock to allow ECSI on the job site <br />for a period not to exceed 3 weeks and have them waive <br />any future rights. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />INDIAN RIVER BOULEVARD STATUS REPORT - PHASE 111 <br />Public Works Director Davis informed the Board that he and <br />staff have been working with appraisers who are appraising both <br />the R/W and the portion of the impoundment needed for mitigation. <br />We should be receiving final reports within a few weeks. Asst. <br />County Attorney Collins has written a memo re the confidentiality <br />of the reports, as follows: <br />TO: James Davis - Public Works Director <br />FROM:�JO William G. Collins 11 - Assistant County Attorney <br />DATE: June 12, 1989 <br />SUBJECT: Confidentiality of Appraisals <br />Please find attached F.S. 125.355 which exempts appraisals <br />from public disclosure or inspection during the negotiations <br />phase of acquiring real property. <br />Our eminent domain counsel, Mr. Sechen, has advised that <br />these appraisals should not be made public during the <br />settlement negotiations. I' would suggest that you privately <br />advise the County Commissioners as to the preliminary <br />appraisal results. Since the final appraisal reports are <br />expected within two weeks, it is probably advisable not to <br />enter into negotiations based on the preliminary estimates. <br />It was noted that there is a typo on staff's memo, and this <br />is actually Phase III, not Phase IV of the Boulevard.
