Once the final reports are in, they would like to have <br />some time to review them and then begin negotiations with the <br />property owners and discuss this privately with the individual <br />members of the Board if they so desire. He did feel it is in the <br />County's interest to have some confidentiality. <br />Commissioner Eggert knew Director Davis has a deadline and <br />her question is when does the Board make a decision. <br />Commissioner Scurlock also wondered what the Commissioners <br />are to do when they do see the appraisal number because if they <br />can't talk about it, what have we accomplished. <br />Attorney Vitunac advised that after talking with the Board <br />members individually, Director Davis should negotiate a contract <br />that he is happy with and then he can bring a signed contract to <br />the Board. <br />Administrator Chandler felt that Director Davis is looking <br />for direction to negotiate with the property owners at a figure <br />not to exceed the appraised price. <br />Director Davis asked if the Board would give staff the <br />authority to use their judgment and work with the property owners. <br />He pointed out that they are dealing with two appraisers and the <br />figures vary to some extent. <br />Commissioner Scurlock stated that he would expect that staff <br />will use their best judgment based on their experience and make a <br />recommendation to the Board. <br />Commissioner Eggert agreed and did not believe that they need <br />to come to the Board members individually. <br />Administrator Chandler commented that where we get two <br />appraisals in on each parcel, he believed the Commission is <br />telling staff to use their judgment to use what they deem the <br />correct appraisal and proceed, and Director Davis confirmed that <br />what he wants is the flexibility for staff to make a judgment on <br />what is the most reasonable appraisal, then negotiate and make an <br />74 <br />
