JUN 13 1999 soon 77, FaE 76 <br />ON MOTION by Commissioner Scurlock, SECONDED by Commis- <br />sioner Bird, the Board unanimously granted permission <br />for the closing of a short section of Indian River Drive <br />for a July 4th parade as requested by the Sebastian Police <br />based on the conditions listed in the above memo. <br />DEVELOPER'S REQUEST FOR CO. -INITIATED SPECIAL ASSESSMENT FUNDING <br />TO CONSTRUCT A NORTHBOUND LEFT TURN LANE ALONG U.S.I AT 99TH ST. <br />Public Works Director Davis reviewed the following: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: Developer's Request for County Initiated Special <br />Assessment Funding to Construct a Northbound Left Turn <br />Lane Along US Highway 1 at 99th Street(Vickers Road) <br />REF. LETTER: K.D. Hedin to Jim Davis dated June 5, 1989 <br />DATE: June 7, 1989 <br />DESCRIPTION AND CONDITIONS <br />Developer Karl Hedin has submitted a site plan application to <br />construct a "fast lubrication" and warehouse facility on a two <br />acre site located at the southwest corner of Vickers Road (99th <br />Street) at US 1. The Florida Department of Transportation <br />(letter attached) and County staff are of the opinion that no new <br />development should connect to 99th Street in this area unless a <br />northbound left turn lane along US 1 is constructed. A recent <br />warehouse facility north of 99th Street was obligated to <br />construct a northbound left turn lane, however, the warehouse <br />facility, although complete, has not obtained a CO due to legal <br />and financial problems. <br />Mr. Iledin is willing to pay his "fair share" cost of the <br />northbound left turn lane, however, he does 'not feel that his <br />small two acre site warrants the entire expense. The estimated <br />cost of the improvement is $25,000. West of US 1, approximately <br />28.6 acres of land has frontage on 99th Street in addition to a <br />113 lot mobile home development (Breezy Village). An assessment <br />formula to equitably distribute the costs would have to be <br />developed. Also, portions of the City of Sebastian connect to <br />99th Street. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />76 <br />-1 <br />
