If the specs were <br />unclear, let's go back and make them very clear. Possibly, we <br />could have a pre-bid meeting, but he did not feel it is fair to <br />sit here and listen to one bidder. <br />Commissioner Bird did feel the low bidder should have the <br />right to come in and argue his position and noted that he also was <br />saying that while they do not have the exact EMS system, they have <br />something very similar. <br />Director Pinto noted that he is recommending that we not <br />award any bid until we can get the specs clear and rebid. <br />MOTION WAS MADE by Commissioner Eggert to table. <br />Commissioner Bird was concerned about how the bids are <br />written and whether they are written so strictly that they <br />preclude anyone but Caterpillar. <br />Director Pinto was concerned that what we are doing now is <br />destroying our bidding system by changing the specifications. <br />Commissioner Bird pointed out that they are saying their <br />weight difference is not sufficient to be important and also that <br />they do have a monitoring system that is very similar. <br />Director Pinto did not argue that but felt some of the other <br />bidders may also want to make similar claims. <br />Commissioner Bowman felt the specs should be rewritten <br />specifying operating weight and base weight, etc. <br />Debate continued on how to write the specifications, with <br />Commissioner Scurlock stressing we should get information from the <br />private sector, with Commissioner Bowman suggesting that we should <br />get advice from other landfill operations, and with Commissioner <br />Bird contending that a Landfill site is not that different than <br />other land clearing sites. <br />8 <br />
