Administrator Chandler felt the basic determination that <br />needs to be made is regarding the EMS system and whether there is <br />another system that can provide that. <br />Mr. DeWind noted that they bid this machine at $94,442 and <br />submit that they met the specifications as asked for. Fiat -Allis <br />is excellent equipment backed by a very strong warranty, and he <br />contended that they actually exceeded specifications. Mr. DeWind <br />noted that these machines are working at landfills, and Adams- <br />DeWind Company has been in business since 1958. He pointed out <br />that if this is a rebid, the bids will be rewritten, but everyone <br />knows each others numbers and will change their numbers to some <br />degree. He felt, based on the specs that were sent out, the Board <br />should accept their bid at this time, and then in the future, it <br />would be a good idea to have prebid conferences. <br />Fred Sa.rg informed the Board that he is retired and has been <br />in the long distance transportation field for many years and <br />concerned with maintenance. He claimed the monitoring systems <br />aren't worth anything and that the only thing that is any good is <br />a shutdown system. <br />Mr. DeWind confirmed that there are shutdown systems. <br />Discussion continued at length regarding how specific or how <br />flexible the specifications should be. <br />Director Pinto pointed out that several companies did meet <br />the specifications. He did feel that something good came out of <br />the discussion today, and that is as to whether we should add an <br />automatic shutdown feature. He pointed out, however, that if the <br />machine should happen to shut down when it is holding a log up <br />over the incinerator, that could pose a problem also. <br />COMMISSIONER EGGERT WITHDREW HER MOTION TO TABLE. <br />MOTION WAS MADE by Commissioner Eggert, SECONDED by <br />Commissioner Bowman, to reject all bids and have <br />the specifications revisited and rebid. <br />9 Boar 77 09 <br />JUN 13 1989 <br />
