Commissioner Eggert had no problem with the reorganization <br />itself, but she did have a problem with the salary because she <br />felt it is too much of an increase and especially overall too much <br />as balanced with what is going on within the building. <br />Discussion followed in detail regarding the previous salaries <br />and those recommended now, with Director Pinto noting that they <br />did hire an Environmental Engineer who came in at $45,000, and we <br />were unsuccessful with him. He pointed out that when the <br />reorganization was authorized.previously, the Board approved <br />expending $130,000 and what is being proposed now would be <br />$128,000. He continued that when he started with Utilities, he <br />and Commissioner Scurlock had a difference of opinion about the <br />takeover of small utilities, but since then the Board and Mr. <br />Scurlock have managed to change his thinking, and we have been on <br />an upward approach to take over all the small utilities in the <br />county. We are close to finalizing on some 6 individual <br />facilities that we will be taking over within the next couple <br />months, and this year alone, we will be taking on 6,000 new <br />customers in wastewater and 2,300 in water. Obviously, there will <br />be a need for reorganization sometime again in the future. The <br />County as a whole will be looking at reorganization as it grows, <br />and his department just happens to be the fastest growing <br />department in the county. Mr. Pinto stressed that his department, <br />at the department level, is unique in that it has to worry about <br />both sides of the ledger - revenue and expenses - and that is all <br />done in-house and must be tracked very closely.
