I <br />UN Is 1989 <br />boor. 77 [,,�Iu 92 <br />activities that Joe Baird and Jeff Barton were providing, and many <br />of the numbers are now being run right there by Mr. Asher. <br />Director Pinto felt it is unfair 'to say that Mr. Asher in his <br />existing position is going to get a $10,000 increase. He is <br />moving into a different position, and Mr. Pinto felt that position <br />is valued at what it was back when Jeff Barton was there. As far <br />as Jeff Barton's experience and getting to the point of a salary <br />of $47,000, Mr. Asher actually has more experience than Mr. Barton <br />and Mr. Baird. <br />Commissioner Eggert noted that he does not have more <br />experience here in this county, and Commissioner Bird further <br />pointed out that Mr. Asher would be almost at the top of the <br />proposed new range. <br />Director Pinto contended that unfortunately with the way the <br />county salary s-ystem is set up right now, there is no ability for <br />someone to move within their salary range - there is no way to do <br />it. The only increase you have, besides that at the end of <br />probation, is that annually the Board, for instance, says there <br />will be a 6% increase based on inflationary needs. <br />Administrator Chandler agreed that another area he will have <br />to look at is the restructuring of a pay plan and how it is going <br />to work. Quite frankly, what he has found is that what was done <br />last summer with the consultants that were retained and were <br />supposed to have answered a lot of questions and built a <br />foundation on which to work has done completely the opposite, and <br />as a result, he has spent a great deal of his time in his first <br />five months here on personnel matters and how those are handled, <br />mostly coming as a spin-off from that study. The Administrator <br />emphasized that there is no foundation - right now when a pay <br />range is established, an individual is eligible for an increase <br />after their first 6 months of probation, but they are then <br />eligible for no other increases unless the Commission gives an <br />overall adjustment or the Administrator recommends an overall <br />adjustment. <br />92 <br />
