Commissioner Bird asked what happened to the old level <br />system, and Administrator Chandler wished he knew. He believed it <br />went, and he has spent a lot of time trying to find out what <br />happened to it. He talked about the problems he has encountered <br />because of what was eliminated in regard to people working <br />themselves up, and noted that because of this, in some cases he <br />has had to make decisions to deny increases where a person was <br />promoted. He has made some of these decisions very reluctantly in <br />light of how it would affect other positions. The Administrator <br />stressed that there is a great need to look at this and come back <br />with a program and policy that can be administered because, in his <br />opinion, the study last year that was supposed to help did nothing <br />but create more chaos and problems. <br />Commissioner Bird asked if the Administrator felt that the <br />additional responsibilities Mr. Asher will have under this <br />reorganization warrant a $10,000 mid -year increase. <br />Administrator Chandler stated that he did in terms of the <br />lines of reporting. He advised that he wrestled with that and the <br />implications of it as related to other positions within our county <br />organization and further noted that the responsibilities that go <br />with that position are considerably more than what they were at <br />the time Mr. Asher was hired. <br />Director Pinto believed if you look at the other departments <br />this fits in. He stressed that you must look at where this salary <br />comes from and how the salary relates to the top salary of <br />Director. If you forget all the names and fit them into the study <br />that was performed, it automatically will fall into that salary <br />range. <br />Chairman Wheeler believed that Jeff Barton's salary when he <br />came to the position was $43,000 and Joe Baird's $38,000, and he <br />believed some of these salaries have been created because people <br />have been transferred from one position to another and that <br />possibly we have created an artificial salary.
