He did not have <br />problem with the restructuring, but did have a question about how <br />it affects morale until we get this worked out and develop some <br />consistency. <br />Director Pinto continued to contend that if you look at the <br />other departments and the way any salary plan works,it depends on <br />where the Assistant Director relates in the salary structure to <br />the Director and the rest of the organization, but the Chairman <br />asked why he would come in at the top of the range instead of the <br />middle. <br />Commissioners Bird and Eggert also had concerns about someone <br />coming in at the top of their range, and Commissioner Eggert felt <br />in this case especially so since he has only been here 6 months. <br />Commissioner Scurlock stressed that the responsibilities and <br />duties of this position will be far in excess of what the <br />individual was hired for. <br />Discussion continued as to the various duties Mr. Asher has <br />been assuming, developing numbers re acquisitions, etc., and <br />Administrator Chandler confirmed that Mr. Asher has been develop- <br />ing these numbers and doing projections, but in conjunction with <br />the Budget Director. <br />After further discussion, Commissioner Scurlock believed that <br />there does not seem to be any question about the restructuring <br />proposed, but just as to where Mr. Asher comes in at the salary <br />range, and the Board agreed, stressing that this is no reflection <br />on Mr. Asher. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />the reorganization of the management positions in <br />the Department of Utility Services as recommended, <br />but rather than bringing Mr. Asher all the way up, <br />agreed to set his compensation at $40,000, which is <br />mid range in that particular job classification. <br />94 <br />
