STOCKADE/WORK PROGRAM PROPOSAL <br />Boos 77 mAV <br />The Board reviewed the following memo dated 6/6/89: <br />TO: James Chandler <br />County Administrator <br />FROM: Doug Wright, Director <br />Emergency Management Services <br />DATE: June 6, 1989 <br />SUBJECT: STOCKADE/WORK PROGRAM PROPOSAL <br />It is respectfully requested that the information contained <br />herein be given formal consideration by the Board of County <br />Commissioners at the meeting scheduled for June 20, 1989. <br />DESCRIPTION AND CONDITIONS <br />In the memo prepared and dated April 13, 1989, cost estimates <br />were provided to the Correctional Planning Committee as relate <br />to the construction, operation, and staffing of two separate <br />stockade type structures on property to be purchased adjacent <br />to the current detention facility. Included in the proposal <br />were funds for a structured work program to be implemented in <br />the County. <br />Staff visited the Polk County Detention Facility on May 18, <br />.a 1989, which has a Stockade and Work Program which includes a <br />`=�?- farm type operation to produce vegetables and other provisions <br />for the inmate population. Until approximately six months ago, <br />wdx.Polk.County operated a stockade program off site from the main <br />detention facility. When the new detention facility was <br />constructed, Polk County officials determined that the Work <br />Release Program would be incorporated on site at the main <br />facility. What Polk County has done is build a similar facility <br />as Indian River County built in Phase II of the County Jail and <br />the Work Program is operated out of this structure. <br />Subsequent to the visit to the Polk County Detention Facility, <br />staff met with Commission Chairman Gary Wheeler to convey <br />information regarding the Stockade/Work Program. It was agreed <br />and the Commission Chairman felt that a trial period for the <br />work program would be beneficial to assess the benefits and <br />determine if temporary or additional long term facilities <br />should be constructed. It is felt that the work Program can be <br />implemented at this time with current facilities by making <br />available certain sections of Phase II of the Indian River <br />County Jail for inmates assigned to the work release program. <br />It is anticipated that 10-15 minimum custody inmates will be <br />involved in the start-up with any increase in numbers occurring <br />as is determined feasible. The Sheriff and his staff has indi- <br />cated support for this proposal and will direct and operate the <br />work release program. <br />It is anticipated that funding in the amount of $135,200 would <br />be required to implement the work release program.
