STAFFING - <br />Three (3) Correctional Officer positions assigned to <br />the Work Program at an estimated $25,000 each which <br />includes benefits for a total of approximately <br />$$ 75,000 <br />75,000. <br />SUPPORT EQUIPMENT - Equipment to support the work release program <br />is anticipated as follows: <br />Vehicle (2 ton truck chasis) <br />Security enclosure <br />Tools - work equipment <br />Medical kits <br />Beverage & food containers <br />Radios - Mobile & portables <br />Uniforms & clothing <br />INSURANCE <br />COUNSELING/REHABILITATION THERAPY <br />ESTIMATED ANNUAL GRAND TOTAL <br />$25,000 <br />6,000 <br />2,500 <br />300 <br />1,000 <br />4,400 <br />5,000 $ 44,200 <br />For fiscal year 1988-89, funding in the amount of $66,950 would <br />be required to implement the program. The estimated budget for <br />the period July 1, 1989 to September 30, 1989 is attached <br />hereto. <br />Funding in the amount of $68,250 would be required to continue <br />the program for the nine month period in fiscal year 1989-90, <br />which would be the time frame of October 1, 1989 to June 30, <br />1990. The estimated budget for the period indicated is also <br />.:.:.attached hereto for reference. <br />Indian River County should and will realize a monetary value <br />from the proposed work Program. Twelve (12) inmates working <br />eight (8) hours per day, five (5) days per week in the program <br />will provide a total of 480 man hours per week at the minimum <br />value of $5.00 per hour. The County should recognize a benefit <br />of $2,400 per week or $124,800 per year. If the total net <br />value for one year ($124,800) is subtracted from the total <br />costs ($135,200) the net costs to the County is $10,400. This <br />certainly provides the taxpayer some return on funds expended. <br />The proposal is predicated on the timely and immediate approval <br />of the Board of County Commissioners authorizing staff to <br />proceed to request bids for construction of Phase III of the <br />Indian River County Jail. Although the construction period <br />will be in the range of eighteen months, the work release <br />program will be reviewed in twelve months to determine if con- <br />struction of the stockade facility is feasible and necessary. <br />Close monitoring of the inmate population will continue in an <br />effort to prevent further litigation with the Florida <br />Department of Corrections. <br />ALTERNATIVES AND ANALYSIS <br />The concept of this proposal is for an evaluation process of <br />the Stockade/Work Program prior to the expenditure of funds for <br />the physical structures alluded to in earlier documents. <br />Phase II of the Indian River County Jail was intended and <br />constructed for use in a Work Release Program. However, the <br />facility had to be utilized to house inmates with classifica- <br />tions higher than minimum in order to manage the inmate popu- <br />lation when overpopulation exceeded approved levels established <br />by the Department of Corrections.
