Keatin , A <br />Community Develo men irector <br />FROM: Stan Boling/3 (� <br />Chief, Current Development <br />DATE: June 19, 1989 <br />SUBJECT: ORCHID ISLAND ASSOCIATES PROPOSAL TO CONCURRENTLY <br />ABANDON AND RE -ALIGN A PORTION OF JUNGLE TRAIL <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of June 27, 1989. <br />BACKGROUND: <br />JJppTHE REQUEST: <br />On March 10, 1989 Darrell E. McQueen, agent, on behalf of Orchid <br />Island Associates filed an application with the County to both <br />abandon and re -align a portion of Jungle Trail running north/south <br />and east/west that lies approximately three quarters of a mile <br />north of C.R. 510. The subject portion of the Trail (see attach- <br />ment #2) traverses exclusively the Town of Orchid jurisdiction and <br />the Orchid Island Associates development project site. Although <br />the County has no control or review of the development that will <br />surround the subject Trail portion, the County does control the <br />Trail. <br />Because the Trail runs through a significant portion of the <br />development site, the developer is requesting a re -alignment that <br />would push the Trail towards the perimeter of the project, allow- <br />ing better use and control (security) of the site for development. <br />In exchange for abandoning a portion of the existing Trail, the <br />developer is offering to re -align the Trail and establish buffers <br />along all portions of the Trail that run through the Town of <br />Orchid by: <br />a. creating a new roadway segment that winds through a <br />mature oak and palm tree hammock, and existing citrus <br />trees; <br />b. granting roadway/conservation and buffer easements along <br />the new road; <br />C. establishing a ±4 acre conservation area between the <br />proposed new north/south Trail segment and S.R. A.I.A. <br />to preserve a mature hammock area; <br />d. preserving existing citrus trees along the proposed new <br />east/west Trail segment; <br />e. placing historical markers showing and describing the <br />original alignment; and <br />f. granting roadway/conservation and buffer easements along <br />all other portions of the Trail abutting the project <br />(all through the Town of Orchid). <br />30 <br />
