_I <br />JUN 2 7 1989 Boor /7 r,, u,1 2 <br />cultural resource <br />Relocation of <br />the road <br />will, obviously, destroy, the <br />Impact studies <br />historic authenticity <br />and <br />originality <br />of the route. . <br />Whether the <br />lose of <br />a portion of <br />the route may <br />jeopardize chances <br />for <br />acceptance in <br />the National <br />archaeological survey <br />Register of <br />Historic <br />places we cannot day, for <br />there is not <br />sufficient <br />experience in <br />Florida with <br />• <br />listings of <br />this kind <br />upon which to <br />make a judge - <br />ment of that <br />kind. <br />preservation education <br />The Indian River County Historical Society and <br />those persons who are rightfully concerned about <br />- the preservation of the Jungle Trail and, indeed, <br />of 'the related preservation of the environmental <br />and ecological character of the island are faced <br />with what is essentially a "no-win" situation. <br />Relocation will destroy historical authenticity; on <br />the other hand, the rights of the developer along the exist- <br />inq route will permit the effective destruction of its scenic <br />and visual character. <br />The developer will have opportunity, impinged only by the <br />County's assertion of a right-of-way, to establish screening <br />devices such as fences, berms, wallet hedges and other visual <br />impediments along that portion of the route passing through <br />hie parcel. The Jungle Trail at that point will lose its <br />visual character. The Historical Society must judge whether <br />preserving the authenticity of the route is preferable to <br />efforts to maintain a sense of physical character along the <br />route. <br />` <br />-Development. will undoubtedly continue along the route qnd in <br />the future present continuing problems to the preservation of <br />I:4 the Jungle Trail. The supporters of the Jungle Trail should, <br />we belive, use the present situation to extract concessions <br />and assurances from the parties involved in this decisibn to <br />establish perm went buffers on both sides of the road along <br />its remaining portions. The difficulty in this; of course, is <br />to establish sufficient guarantees for accomplishing this in <br />the face of future development. <br />In addition to buffers, public accebs to the original route <br />should be a bargaining point. If, however, the original routs <br />Is effectively destroyed along a portion of it, public access <br />to that potion might be regarded as moot. <br />In our opinion, the Comprehensive plan which Indian River <br />County and the Town of Orchid are compelled under state law <br />to submit should reflect the guarantees and assurances pro- <br />vided for maintenance of the Jungle Trail. <br />Sincerely, P.O.
