r � � <br />AGREEMENT WITH FELLSMERE VOLUNTEER AMBULANCE SERVICE, INC. TO <br />PURCHASE AMBULANCE FOR USE OF IRC ADVANCED LIFE SUPPORT <br />The Board reviewed the following memo dated 6/26/89: <br />------------------------------------------------------------------- <br />T0: James Chandler DATE: June 26, 1989 <br />County Administrator <br />SUBJECT: Approval of Agreement with Fellsmere <br />Volunteer Ambulance Service, Inc., to <br />Purchase Ambulance for Use of Indian <br />River County Advanced Life Support <br />FROM: Doug Wright, Director <br />Emergency Management Services <br />------------------------------------------------------------------- <br />It is respectfully requested that the information contained herein <br />be given formal consideration by the Board of County Commissioners <br />at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />Pursuant to Chapter 401, Florida Statutes, Indian River County each <br />year receives a portion of funds that are collected from add on <br />charges to traffic citations for improvement and expansion of the <br />EMS service. The funds are then allocated by HRS to the County <br />through the Emergency Medical Services (EMS) County Awards Program. <br />To receive the funds, a grant application is completed by the EMS <br />Director detailing how the grant funds will be used to enhance the <br />EMS system in the County. <br />Fellsmere Volunteer Ambulance Service formerly served the North <br />County area. Since it now only serves the community of Fellsmere <br />and surrounding locations as a primary response area, an emergency <br />transport vehicle has been identified as surplus and offered to the <br />County for purchase in the amount of $8,500. The ambulance is a <br />1985 Ford Type III Modular, VIN #IFDKE30L2FHA3888. The County ALS <br />EMS service would like to purchase the vehicle for utilization as a <br />back up emergency transport vehicle. It is anticipated that County <br />Awards Funds will be utilized for this purpose. <br />The Funds from the EMS County Awards Program will not be available <br />until after October 1, 1989, to pay for the ambulance. The <br />Fellsmere Volunteer Ambulance Service has agreed to release the <br />vehicle to the County and accept delayed payment. Staff feels and <br />Fellsmere agrees that the attached Agreement To Purchase should be <br />executed by the respective parties. The sum of $370000 is <br />anticipated from HRS in the form of the County Awards Program Grant <br />and staff recommends use of $8,500 from the Grant to purchase the <br />ambulance. <br />ALTERNATIVES AND ANALYSIS <br />The Indian River County Advanced Life Support Service currently does <br />not have a back up emergency transport vehicle. When one of the <br />eight on line primary units requires mechanical repair or preventive <br />maintenance, in most cases the response location is out of service <br />until the repairs are made. This problem adversely impacts the pre- <br />hospital emergency medical service to the citizens in need in the <br />community in terms of response time. <br />JUL 111989 38 ;q,;C �, <br />L- <br />
