PINTO / J/' <br />l <br />r <br />� <br />DIRECTOR OF UTILITY SER ES <br />STAFFED AND <br />PREPARED BY: JOHN FREDERICK LANG <br />ENVIRONMENTAL SPECIAS <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: WATER SYSTEM CONTROL INSTRUMENTATION <br />BACKGROUND: <br />The Department of Utility Services, in its Kings Highway Water Main <br />Projects, extended the South County Reverse Osmosis Plant <br />distribution system to the northerly limits of its service <br />territory. Due to the inherent pressure drop in water mains and <br />the difference in height of our four water towers, the plant's water <br />tower can no longer serve as the controlling pressure indicator for <br />our high service pumping system. The Kings Highway Water Tower is <br />the tallest tower in the system and pressure readings from this <br />tower must be transmitted to the water plant to control the new <br />high service pumping system. <br />ANALYSIS: <br />A long term solution is implementation of a Supervisory Control and <br />Data Acquisition System (SCADA System) utilizing radio waves. (This <br />will be the final system the County acquires in three years.) <br />To serve current needs, the Department proposes to purchase a <br />telephone line signal system, a signal generator test instrument, <br />digital capacitance meter, audible capacitor tester, and two digital <br />volt/ohm/meters (VoMs). In addition, the Department would lease a <br />telephone line from Southern Bell to create a similar system to the <br />existing Gifford Pump Station/Water Tower System. <br />RECOMMENDATION: <br />The Department of Utility Services recommends that the Board of <br />County Commissioners authorize the purchase, on an emergency basis, <br />of two digital VOMs, a signal generator test instrument, digital <br />capacitance meter, audible capacitor tester, and a telephone line <br />signal system not to exceed $10,000.00, as well as a leased <br />telephone line from Southern Bell. The funding for this project <br />would be from the General Water Meters Capital Account. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously approved <br />staff's recommendation as set out in the above memo. <br />
