It was announced that Mr. Palmiotto was unable to attend <br />today's meeting. <br />REQUEST FROM OWNER OF CHILDREN'S DISCOVERY CENTER DAYCARE TO OPEN <br />SEPT. 1, 1989, PRIOR TO COMPLETION OF 8TH STREET/20TH AVENUE <br />INTERSECTION_ IMPROVEMENTS <br />The Board reviewed the following memo dated 6/29/89: <br />TO: James E. Keating, AICP AA4K <br />Community Development Director <br />SUBJECT: Request from Owner of Children's Discovery Center <br />Daycare to Open Sept. 1, 1989 Prior to Completion of <br />8th Street/20th Avenue Intersection Improvements <br />REF. LETTER: Glenn A. Strunk to County Commissioners received <br />June 23, 1989 <br />DATE: June 29, 1989 <br />DESCRIPTION AND CONDITIONS <br />Mr. Glenn Strunk, owner of Children's Discovery Daycare Center, <br />located on the east side of 20th Avenue 300' south of 8th Street, <br />is requesting permission to open his daycare center on Sept. 1, <br />1989. The site plan for the development was approved with the <br />condition that the intersection be improved to an appropriate <br />level -of -service. It has been indicated by the Board that <br />signalization and widening improvements at the intersection would <br />be necessary prior to a Certificate of Occupancy being issued. <br />The final engineering plans and contract documents for the <br />intersection improvements are complete and have been transmitted <br />to the Purchasing Division for bidding the project construction. <br />Bids will be received in late July, with construction commencing <br />late August. All utility relocations are complete. Right-of-way <br />acquisition is. also complete. Stormwater permitting exemptions <br />have been issued (copy attached).. <br />It is estimated that all improvements will be completed by <br />October 30, 1989. <br />On September 20, 1988, the Board considered to allow a CO be <br />issued if a 4 -way stop control at the intersection is implemented <br />to bring the intersection to an appropriate level -of -service. <br />The 4 -way stop was approved, but all widening and signalization <br />improvements were to be completed prior to a CO being issued. The <br />4 -way stop control is now implemented, and the intersection is <br />operating adequately.
