Fr- -7 <br />'JUL. I 1 ` 999 Boor 7 F.i;E 8 1 <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />Alternative #1 <br />Allow the daycare center to open on Sept. 1,, 1989. Since <br />construction is estimated to begin in August, 1989, there <br />will be major construction in the area north of the daycare <br />center. Maintenance, of traffic by the contractor will be <br />performed, and the 4 -way stop control will operate until the <br />signal is operational. <br />The owner is indicating that Sept. 1 is a crucial date due <br />to a new school year commencing. <br />Alternative #2 <br />Require all improvements to be complete prior to a CO'being <br />issued. This is estimated to occur Oct. 30,.. 1989. <br />RECOMMENDATION <br />Alternative No. 1 is recommended .t-0 permit the daycare center to <br />open Sept. 1, 1989. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Bowman, the Board unanimously approved <br />Alternative #1, as set out in the above staff <br />recommendation. <br />DARRELL McQUEEN REQUEST FOR BOARD TO REHEAR REQUEST FOR D.O. <br />AMENDMENT AND PRD SPECIAL EXCEPTION CONCEPTUAL PLAN APPROVAL FOR <br />GOLF CART FACILITY AT GRAND HARBOR <br />Chairman Wheeler asked for direction from the Board on <br />whether they want to rehear this request at a future date. <br />Commissioner Eggert noted that we turned this down <br />unanimously, and Commissioner Scurlock stated that the policy is <br />that we don't reconsider something again for a certain amount of <br />time unless something is new or something has changed. <br />Darrell McQueen of McQueen 8 Associates, engineers for Grand <br />Harbor, explained that he had been on jury duty when the Board <br />heard this matter on June 11, 1989, but understood that some <br />8 <br />
