It, however, is a local road that is not on the <br />county collector road network; it is not on the Thoroughfare <br />Plan; and it has very restricted RIW, even more so than 16th St. <br />Commissioner Scurlock asked what would happen if we did not <br />designate this portion of 16th Street as a local collector be- <br />cause he felt there are serious questions as to where the road <br />goes. <br />Director Davis explained that staff looks at the way the <br />road functions. There are branching streets off of 16th Street. <br />There were none off of 44th Avenue; there was no collector nature <br />to that road. <br />Commissioner Scurlock asked if any of the NIS roads between <br />43rd Avenue and King's Highway connect to any other major roads; <br />he believed every one of the NIS branch roads off of 16th Street <br />dead ends. <br />Director Davis advised that west of 43rd Avenue the same <br />thing can be said of 12th Street, 8th Street, 4th Street, and 1st <br />Street SW. There are no continuous NIS streets between King's <br />Highway and 43rd Avenue that connect 16th Street to SR 60, to <br />12th Street, 8th Street, etc. That is the nature of the Indian <br />River Farms plat that was platted in 1922. <br />Chairman Wheeler believed we are trying to solve a problem <br />that is impossible to solve at this meeting. We have a Motion on <br />the floor to put this item back on an agenda at a later date so a <br />decision can be made at that time. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />20 <br />
