In conclusion, this ordinance amendment will clarify the applica- <br />tion of the ordinance for all staff members and applicants. The <br />proposed changes to the administrative permit (CH) and special <br />exception (CG) criteria uphold the purpose and intent of making <br />these uses subject to conditional approval and thereby preventing <br />a proliferation of"fly-by-night" used car dealerships from setting <br />up business on "postage stamp" lots along U.S. #1, while enabling <br />applicants whose property borders the FEC railroad to better use <br />their land. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners approve <br />the attached ordinance amendments. <br />Chairman Wheeler opened the Public Hearing, and asked if <br />anyone wished to be heard in this matter. <br />Dean Luethje of Carter & Associates, engineers of the site <br />plan for the used car dealership to be located on south U.S. #1 <br />between U.S. #1 and the FEC railroad, stated he would be glad to <br />answer any questions the Board may have on this matter.
