ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously approved <br />staff's recommendation as set out in the above memo. <br />PETITIONS ARE ON FILE IN THE OFFICE OF THE CLERK TO THE BOARD <br />CHANNEL "H" DRAINAGE IMPROVEMENTS EAST OF OLD DIXIE HIGHWAY, <br />SOUTH OF 12TH STREET <br />The Board reviewed the following memo dated 7/17/89: <br />--------------------------- ----------------------------------- <br />TO: James Chandler <br />County Administrato:°\ <br />FROM: James W. Davis, P.E. <br />Public Works Director <br />SUBJECT: Channel "H" Drainage Improvements <br />East of Old Dixie Highway, South of <br />12th Street <br />DATE: July 17, 1989 <br />----------------------------------------------------------------- <br />DESCRIPTION AND CONDITIONS <br />On January 15, 1986, the Board authorized staff to implement the <br />construction of Channel "H", a drainage ditch located along the <br />west side of the F.E.C. Railroad south of 12th Street. This <br />drainage channel was recommended in the 1982 Master Drainage Plan <br />prepared by Reynolds Smith, and Hills, Engineers, to relieve <br />flooding in the area. Funding for the project was to be by <br />special assessment from benefitted owners within the 150 acre <br />watershed. <br />While awaiting permits for the project, staff recognized the <br />opportunity to implement the project in conjunction with new <br />development within the area at minimal cost to the County (labor <br />and equipment to install pipes beneath 8th Street). At this <br />time, construction of the channel is 90% complete. The remaining <br />tasks include placement of two (2) 361' drainage pipes beneath a <br />railroad spur at the site of the former Gulf Stream Lumber <br />Company. Since removal of the railroad tracks is involved, the <br />F.E.C. Railroad permits only pre -qualified railroad contractors <br />to perform the work. The F.E.C. Railroad has given the County a <br />list of these contractors. Staff has contacted the contractors <br />and requested a proposal from each contractor for performance of <br />the work. <br />ALTERNATIVES AND ANALYSIS <br />The following proposals have been received: <br />R. W. Summers Railroad Contractor, Inc. <br />Bartow, Florida Bid $ 5,325.00 <br />C. J. Bridges Railroad Contractor, Inc. <br />Mulberry, Florida Bid $ 16,000.00 <br />W. J. Sapp and Son, Inc. <br />Jacksonville, Florida NO BID <br />
