ALTERNATIVES AND ANALYSIS <br />Consistent with the County's policy on concessions at County <br />owned land, a license agreement is agreeable to staff and the ELC <br />to address site plan issues, insurance provisions, a minimal <br />license fee, maintenance, etc. In addition, a similar license <br />agreement may be advisable between the County and the private <br />entity that will operate the boat for commercial tours. The <br />attached back-up information addresses many of staff's concerns. <br />A copy of the preliminary site plan for the improvements is also <br />attached. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that staff be authorized to prepare license <br />agreements between the County and all parties desiring use of the <br />west causeway area for future board consideration. No funding is <br />applicable at this time. <br />Commissioner Bird felt that would be an excellent place to <br />dock a boat, but the drawing that was prepared showed that space <br />to be a little tight to allow adequate parking for public <br />purposes. <br />George Bunnell, campaign chairman for the Environmental <br />Learning Center, advised that Darrell McQueen & Associates <br />prepared the drawing for them and the Learning Center actually <br />took some out of there that they felt could be worked in if more <br />parking became necessary.
