Commissioner Scurlock pointed out that the county does not <br />really want to be in the finance business and that is why our <br />interest rate is high. The other option would be for owners to <br />go to the private sector and borrow the money over a longer <br />period of time, probably at a lower interest rate. <br />Director Pinto further clarified that in about 10 months, <br />Mr. Smeltzer will have to pay 1/5 of his total assessment of <br />$20,000. <br />Mr. Smeltzer indicated that this made it clearer to him, and <br />he felt he could handle something like that. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bird, to accept and continue with <br />staff's recommendation which we have approved <br />previously and not to consider in a favorable way <br />any appeal today. <br />Director Pinto further pointed out that when someone makes <br />the choice of the 5 year payment after that 90 days, the first <br />payment isn't due until a year later. <br />Commissioner Bird requested that Director Pinto write <br />letters of explanation to the others who wished to appeal their <br />assessments but were not present today. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />WASTEWATER SYSTEM LEASE AGREEMENT W/CUSTOMER SERVICE, INC. <br />The hour of 9:05 o'clock A.M. having passed, the Deputy <br />Clerk read the following Notice with Proof of Publication <br />attached, to -wit: <br />�, ay <br />AUG 11989 27 _ �oa� !
