Administrator Chandler agreed and stated that staff's recom- <br />mendation then would be to reject all bids because all bids then <br />were in excess of $600,000 over what we have budgeted. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, to agree that Ivey Construction made <br />a mistake in the transmittal of their bid and, therefore, <br />reject their bid as not being valid; to then reject the <br />remaining bids as being in excess of budget; and to ask <br />the Architect, per our contract, to redesign the building <br />to come within the budget at no extra charge. <br />Commissioner Eggert wished to know if staff is totally <br />satisfied that is what our contract with Stottler, Stagg says, <br />and Attorney Collins advised that it speaks of the "fixed Limit" <br />and under Basic Compensation sets out the basic fee as a percent- <br />age of an estimated construction cost of $1,310,250 for 17,470 <br />sq. ft., and if that is not fixed, he was not sure what is. <br />Administrator Chandler believed the architect has indicated <br />it is a fixed fee contract. <br />Commissioner Scurlock expressed some concern that when we <br />look at reducing the costs, it may result in ending up with less <br />square footage, and if we had to have a choice between having an <br />adequate library building and automation which will cost <br />$300,000, he personally would want to have the proper building <br />and worry about the automation later. <br />Administrator Chandler did not believe you can assume at <br />this point that the redesign will necessarily involve a reduction <br />of square footage as there are many things to be considered. <br />Commissioner Eggert stressed that we should be able to do a <br />nice library within the budget that has been set forth. <br />After further discussion, Commissioner Eggert wanted to be <br />sure that it is totally understood that it is staff's recommenda- <br />tion at this point that we go with the Motion as stated. <br />19839 <br />6 3 F �., <br />
