AUG 8 `1989 <br />Planning and Zoning Commission Action <br />poor 77 Fa,t 546 <br />At its..regular meeting of May 11, 1989, the Planning and Zoning <br />Commission voted to: <br />a. Recommend that the Board approve the proposed D.O. amendment; <br />b. recommend that the Board approve the PRD special exception <br />conceptual plan with conditions outlined by staff; and <br />C. approve the preliminary PRD plan (site plan and plat) subject <br />to the Board approving the D.O. amendment and the PRD special <br />exception conceptual plan. <br />Board of County Commissioners Review <br />The Board is now to consider approving the requested D.O. amend- <br />ment by adoption of a proposed resolution (see attachment #9) and <br />the PRD special exception conceptual plan. Because the Planning <br />and Zoning Commission has taken action on the preliminary PRD <br />plan, approval of the conceptual plan would automatically put into <br />effect the preliminary plan approval along with any conceptual PRD <br />plan conditions approved by the Board. <br />AP?ALYSIS : <br />Conceptual and Preliminary PRD Plans: <br />i <br />The subject ±4.0 acre site is to be "switched" for the existing <br />2.5 acre maintenance facility site that was conceptually approved <br />along with the DRI and PRD. This existing 2.5 acre site is <br />adjacent to (west) the proposed Indian River Boulevard, a proposed <br />Grand Harbor office park (zoned CL) and to property zoned for <br />multi -family development (RM -6). Upon approval of the subject <br />±4.0 acre golf maintenance site, the existing 2.5 acre site would <br />be designated within the DRI as open space at this time, retaining <br />its current RM -6 zoning. Later, the applicant could redesignate <br />the existing site for an appropriate use within the project. <br />1. Size of Property: ±4.012 acres (new site) [Note: area of <br />the facility use includes some existing golf course area; <br />total development area: ±4.904 acres]. <br />2. Zoning Classification: RM -6 Residential, Multi -Family up to <br />6 units per acre. <br />3. Land Use Designation: MD -1 Residential, Medium Density 1 up <br />to 8 units per acre. <br />4. Proposed Building Floor Area: 17,600 square feet enclosed <br />building; <br />3,200 square feet "pole <br />barns" <br />5. Surrounding Uses/Zoning: <br />North: vacant/RM-6 <br />South: golf course/RM-6 <br />East: golf course, planned for POD I <br />(residential) /RM -6 <br />West: proposed Indian River Boulevard, vacant/RM-6 <br />6. Environment and Site Conditions: <br />The site contains some significant hardwood "hammock" areas. <br />Out of 34 existing "protected" trees on site (all oak), only <br />7 are to be removed, 27 are to be preserved. In staff's <br />opinion, the facility has been well-designed to preserve <br />trees, and thus adequately protect the site's main <br />environmentally significant characteristics. <br />24 <br />� s � <br />
