11. Utilities: The project proposes to use a well and septic <br />tank system to provide sanitary facilities to this <br />development. The County Environmental Health Department has <br />not approved the utilities design because the proposed septic <br />tank and drainfield are within 200' of a community supply <br />well, which serves the mobile home park to the south. <br />The Environmental Health Department has stated that the <br />applicant will need to either redesign the utilities layout <br />or obtain a variance through the Department of Health and <br />Rehabilitative Services in order for the proposed design to <br />be approved. This redesign or variance approval must be <br />accomplished prior to site plan release. <br />[NOTE: At a July 1989 meeting the Department of Health and <br />Rehabilitative Services denied the variance; the applicant <br />can appeal this decision.] <br />12. Dedications and Improvements: The applicant has agreed in <br />writing to provide marginal access easements to facilitate <br />inter -connecting parking to the property to the south. <br />However, at the July 13th Planning and Zoning Commission <br />meeting, the application objected to the marginal access <br />requirement. Regardless, the marginal access arrangements <br />are required by section 23.3(d)(10)d. of the zoning code. <br />Furthermore, removal of the marginal access would require <br />site plan redesign since a special sideyard setback waiver is <br />being granted based upon the future connection, via the <br />marginal access easements, to an adjacent site. <br />13. Surrounding Land Use and Zoning: <br />North: Vegetable Market/CG <br />South: Mobile Home Park/CG <br />East: U.S. #1, groves/ RM -6 _ <br />West: Vacant/CH <br />14. Special exception criteria for self -storage (mini -storage) <br />facilities: <br />"c. Criteria for self-service storage facilities: <br />1. Buildings shall not exceed twelve (12) feet in <br />height. <br />2. Storage units shall not exceed three hundred (300) <br />square feet in size. <br />3. Outdoor storage shall be prohibited. <br />4. All outdoor lights shall be shielded to direct <br />light and glare only onto the self-service storage <br />• facility premises. Light and glare shall be <br />deflected, shaded and focused away from all adjoin- <br />ing property. <br />5. Self-service storage facility lots shall not exceed <br />three (3 ) acres. <br />6. Quarters for resident managers may be included <br />within the facility." <br />Staff has verified that the application meets all of these specif- <br />ic criteria related to the mini -storage use. <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Board of <br />County Commissioners approve the special exception use for a <br />mini -storage facility with the following conditions: <br />1.
