That the project be redesigned to meet the 200' sepa- <br />ration distance between the proposed septic system and <br />the existing community supply well, or a variance from <br />this requirement be obtained prior to -site plan release. <br />3. That the Technical Review Committee re -review the <br />revised plans to ensure compliance with conditions #1, <br />and #2 prior to site plan release. <br />4. That prior to site plan release, marginal access ease- <br />ments be granted as depicted on the site plan. <br />5. That prior to the issuance of a certificate of occupan- <br />cy, the applicant escrow his fairshare for a north bound <br />left turn lane at the U.S. 11/99th Street intersection. <br />Commissioner Scurlock brought up the utilities aspect. He <br />felt strongly that we do not want a septic tank with a variance <br />and noted that we have made a number of arrangements with Lake <br />Delores, Pelican Point, Breezy Village, etc. He asked Utilities <br />Director Pinto if there is any way to coordinate services to this <br />project with existing facilities we have in the area. <br />Commissioner Bird noted that this facility will have only <br />two employees and possibly about 30 customers a day. <br />Director Pinto did not believe there would be any big <br />problem. He advised they could get to our system, but it would <br />be expensive at this point. <br />Planner Boling reported that the applicant has acknowledged <br />that when service becomes available, they will hook up to water <br />and sewer, and Commissioner Scurlock noted that he was just <br />trying to find them an alternative in case the state denies their <br />appeal for a variance. <br />Commissioner Eggert asked what the DOT has said about the <br />left turn. <br />Community Development Director Keating did not know if <br />Public Works Director Davis has received an answer from the DOT. <br />The way it is addressed in staff's memo is based on the Board's <br />decision that the applicant escrow his fair share. <br />Planner Boling further noted that the warehouse across the <br />street hasn't gotten its C.O.
