In considering this application the Board of County Commissioners <br />has the option to either uphold the decision of the Planning and <br />Zoning Commission and grant the school's request or overturn the <br />Planning and Zoning Commission decision and uphold the decision of <br />the Planning Director. <br />APPLICATION BACKGROUND: <br />Mr. Ronald Brink, acting on behalf of Saint Edwards Upper School, <br />submitted an administrative approval request to the Community <br />Development Department to officially designate and address an <br />existing entrance driveway off of S.R. A.I.A. as a street to be <br />named "Saint Edwards Drive". Subsequently, and pursuant to the <br />County's road addressing ordinance, (Ordinance #87-62) the Plan- <br />ning Director denied the request. The applicant subsequently <br />appealed the Director's denial to the Planning and Zoning Commis-, <br />sion which overturned the Director's denial and granted the <br />applicant's request to officially utilize a road name designation <br />for the Saint Edwards Upper School complex. <br />ANALYSIS: <br />The applicant is proposing to designate the -access drive that <br />services the school site as a private road and subsequently to <br />have an official address of "Saint Edwards Drive" as opposed to <br />the current address of "246 South A.I.A." <br />Section 18-55 of the County Code (Ordinance 87-62) deals with road <br />designations. The sole guideline for road designation decisions, <br />which is specifically the responsibility of the Community Develop- <br />ment Department, is to ensure that "...all new building numbers <br />and road designations [are] in conformance with the grid system <br />described in this article". The "article" that is referenced goes <br />on to describe the basic road grid system employed throughout the <br />County for addressing purposes. Thus, road designations must <br />conform to the basic road grid system throughout the County. <br />Pursuant to Section 18-55 of the County Code, it is staff's <br />opinion that Saint Edwards request does not conform to the <br />County's road addressing requirements for the following reasons: <br />1. The proposed road name designation is not needed as part of <br />an overall road addressing system. <br />Road names have previously been allowed where there is a need <br />to extend or expand the existing grid system to service and <br />address multiple residences or separate sites off of a common <br />roadway. Examples of this include multiple lot subdivisions <br />on the barrier island (i.e. Sandpointe, Ocean Oaks, etc.), <br />and large multiple family projects (i.e. Grand Harbor, Grove. <br />Isle, Sea Oaks, etc.). <br />2. The current address, 246 South A.I.A., conforms to the <br />existing and working grid addressing system. <br />For road addressing purposes, the current address designation <br />is the most logical address in terms of general deliv- <br />eries/mail and delivery of emergency services. (See Postmas- <br />ter's letter: attachment #3). <br />3. The proposed road name designation may adversely affect <br />emergency response. <br />Ordinance #87-62 was established to provide an orderly <br />process of determining addresses throughout the County.
