M <br />Planner Boling's main points were that our grid system works <br />and the existing address works. There are two St. Edward's <br />Schools - Upper and Lower, which could make this confusing, and <br />staff feels approving this private street designation would set a <br />precedent and possibly undermine the grid system. <br />Chairman Wheeler agreed with some of what staff is saying, <br />but he believed St. Edward's Lower School faces Club Drive, which <br />he felt would serve to eliminate any confusion. Also due to the <br />fact that St. Edward's School is one of the focal points on the <br />Beach and it also is a voting precinct, he believed the school <br />and its functions are unique. Because of that, he did not <br />necessarily see it as setting a precedent. <br />Commissioner Bird asked if we didn't purposely leave <br />ourselves some flexibility to allow the use of street names as <br />well as numbers in some cases when we adopted the grid system. <br />Planner Boling confirmed that on South Beach, for instance, <br />because there is a pattern of street names set up, street name <br />designation can be given to new subdivisions that come in, but <br />this goes beyond that; this is taking a private driveway and <br />making it an official private road. It is also turning a private <br />driveway into a road for a single address. <br />Commissioner Eggert agreed with the Chairman about the <br />school being a focal point, and she believed a lot of roads have <br />been carrying the dual designation, but the Post Office has been <br />recognizing the number not the name. She was, however, kind of <br />torn about the private driveway situation and asked if this would <br />qualify as an official county road. <br />Planning Director Keating advised that we consider it a <br />driveway because it is completely on one piece of property. <br />Chairman Wheeler believed it still could be a private road <br />though, and Commissioner Scurlock believed staff had made mention <br />of the fact that it is one road coming back, and he would assume <br />'j Fa <br />9 t;00K ��v <br />AUG r. <br />198 i <br />
