However, it <br />appears that some of these questions are being addressed in <br />detail now. <br />Chairman Wheeler explained that we are going to be going <br />through the document page by page on Wednesday, and if necessary <br />on Thursday and Friday. What we are attempting to do tonight is <br />hear from those individuals who find it hard to attend the <br />daytime meetings. <br />Conservation Element <br />Commissioner Eggert pointed out that Policy 5.5 on the blue <br />revision page establishes a land acquisition committee. Again, <br />she objected to establishing yet another committee, as she sees <br />this as being a staff function. <br />Commissioner Scurlock believed the basic goal is to <br />eliminate all the committees and commissions except for those to <br />be appointed from time to time as we see a need. <br />Commissioner Bird felt that the committee could work like <br />the committee we put together to buy the beachfront property a <br />few years ago. It was a committee of some expertise and they <br />made recommendations, we bought the land, and they are gone. <br />Commissioner Eggert also pointed out that Policy 5.5 refers <br />to Policy 6.5, which says that the County shall establish a land <br />acquisition advisory committee. <br />Director Keating suggested that Policy 6.5 be reworded to <br />say that "staff shall make recommendations semi-annually to the <br />Board of County Commissioners." <br />Nancy Offutt agreed that these committees should be '_ <br />appointed as needed, especially this committee. However, they <br />question why a land acquisition committee is under the <br />Conservation Element instead of the Capital Improvements Element. <br />16 <br />- M M <br />
