Keatilig, AAW <br />Community Developme Director <br />FROM: Stan Boling, AICP�`) <br />: <br />Chief, Current Development <br />DATE: August 10, 1989 <br />SUBJECT: SHOPCO'S REQUEST TO AMEND THE OFF-STREET PARKING <br />ORDINANCE TO REVISE WHEEL -STOP REQUIREMENTS: CODE <br />SECTION 24 (b) (4) <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of August 22, 1989. <br />DESCRIPTION AND CONDITIONS: <br />In October of 1983, the County adopted an updated.and comprehen- <br />sive off-street parking ordinance (Ordinance 83-30). One of the <br />standards this ordinance established requires that all parking <br />spaces be equipped with a wheelstop, six, -inch curbing or the <br />equivalent [Code Section 24(b)(4)]. This requirement has not been <br />modified since Ordinance 83-30 was adopted. <br />The applicant, SHOPCO (developer of the proposed Harbortown Mall), <br />has filed an application to amend zoning code section 24(b)(4) to <br />allow staff to waive the wheelstop (or equivalent) requirement for <br />certain parking spaces upon satisfaction of certain criteria. <br />Staff has reviewed the applicant's requested amendment and has <br />proposed an ordinance amendment, which the applicant supports, <br />which is attached at the end of this report (see attachment #6). <br />At its regular meeting of July 27, 1989, the Planning .and Zoning <br />Commission voted unanimously to recommend that the Board of County <br />Commissioners adopt the ordinance as proposed and attached at the <br />end of this report (see attachment #6) <br />ANALYSIS: <br />-Wheelstop "Pros and Cons" <br />The wheelstop requirement has positive and some negative effects. <br />Positively, the wheelstop requirement ensures: <br />1. pedestrian protection <br />adjacent parking spaces; <br />2. protection of landscape <br />from encroachment of cars from <br />areas from car encroachment; <br />23 wK 77 <br />F'd .K <br />No <br />
