-Proposed Ordinance <br />Based upon the above analysis and discussion with the applicant's <br />traffic/parking expert, staff proposes a change to the wheelstop <br />(or equivalent) requirement for all parking spaces --- allowing <br />for waivers upon approval by both the community development and <br />public works directors and satisfaction of five criteria (see <br />attachment #6). All waiver requests would be reviewed in conjunc- <br />tion with site plan requests (new development, modifications, <br />additions, etc.). The five criteria,"a" through "e", are proposed <br />to ensure that: <br />a. pedestrian and landscape areas are protected by <br />wheelstops or equivalent; <br />b. spaces without wheelstops are arranged so that cars, in <br />case of a conflict, would touch bumper to bumper; <br />C. spaces with wheelstops head into other spaces with <br />wheelstops, providing consistent "stop points" which are <br />important in establishing consistency and visual cues <br />for drivers; <br />d. spaces off of circulation driveways are equipped with <br />wheelstops to guarantee the proper channelling of - <br />traffic along these critical travel lanes; and <br />e. conditions can be placed- upon a waiver request to <br />provide adequate visual cues to drivers and to provide <br />for appropriate interior landscaping areas with in- <br />creased widths to accommodate tree plantings. <br />-Summary <br />In staff's opinion, adoption of the proposed ordinance would allow <br />a greater variety of parking lot designs for the interior spaces <br />in larger projects. The overall effect of the waiver criteria <br />should provide incentives to increased interior parking lot land- <br />scaping areas that can accommodate trees and to design safer <br />circulation drives that do not directly access parking spaces <br />while adequately channelling traffic through the parking lot area. <br />RRrnMMRWnATTnV <br />Staff recommends that the Board of County Commissioners adopt the <br />proposed ordinance. <br />Commissioner Bowman asked if the parking spaces could be <br />graded so that they would drain toward the landscaping, and Mr. <br />Boling explained that you would still have curbing around the <br />landscaped areas, but there could be small holes made in the <br />curbing which would allow stormwater. However, it would have to <br />be vegetation that could take that type of run-off. Staff, of <br />course, would like to see trees planted in those areas. <br />Commissioner Bowman also preferred trees, not shrubbery, <br />because people like to park in the shade. <br />Chairman Wheeler opened the Public Hearing, and asked if <br />anyone wished to be heard in this matter.
