AUG 2 2 <br />BOOK I PAGE 71 <br />At this time, the developer anticipates requestinty a Certificate <br />of Occupancy for the center's Publix grocery store by September <br />1,1989. The design for the Oslo widening..has been started with <br />completion pending right-of-way acquisition. Staff is currently <br />working with the Helseth family to resolve right-of-way and <br />design issues. <br />The capacity of the Oslo/Old Dixie intersection needs improvement <br />in order to provide adequate traffic control prior to completion <br />of the widening project. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are as follows: <br />Alternative No. 1 <br />Implement a temporary four-way stop at the intersection. <br />The Manual of Uniform Traffic Control Devices makes this <br />interim measure available where a signal is warranted, and <br />urgently needed, until a signal can be installed. A <br />four-way stop was installed in a similar situation at the <br />Old Dixie/4th Street intersection when the Wal-Mart store <br />opened in 1987. <br />The stopping sight distance for vehicles eastbound on Oslo <br />Road will warrant two preliminary advance notification <br />signs. <br />Alternative No. 2 <br />The developer would provide and install a traffic signal <br />prior to issuance of any Certificates of Occupancy. This <br />signal would have to be modified when intersection widening <br />improvements are conducted. <br />RECOMMENDATION <br />Alternative No. 1 is recommended. Adequate stopping sight <br />distance is available on Oslo Road(see attached letter). A <br />flashing beacon is already in use which can easily be changed to <br />red lenses for traffic on Oslo Road. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissi-oner Eggert, the Board unanimously approved <br />staff's recommendation of Alternative No. 1 as set out <br />the above memo. <br />CONTRACT TO PURCHASE LOTS 9 & 10 IN BOOKER TO WASHINGTON ADDITION <br />FOR IRC ADMINISTRATION BUILDING/HEALTH DEPARTMENT AREA <br />The Board reviewed the following memo dated 8/16/89: <br />46 <br />
