9& <br />we are encouraging "in -fill" development east of 1-95 and mainly <br />protecting the agricultural to the west of 1-95. <br />Commissioner Scurlock noted that if you assigned a higher <br />density to all agricultural lands, you wouldn't have enough <br />services in the county to accommodate it all. <br />Jeannette Lier, 1 Michael Drive, Orchid Island, also ques- <br />tioned the statement that the county "will ensure that adequate <br />land will be set aside for agricultural production....." <br />Commissioner Eggert pointed out that on the new blue sheet <br />OBJECTIVE 6 has been changed to read: <br />Indian River County will ensure that adequate land will be <br />designated for agricultural uses and protected from encroachment <br />by otfier uses. <br />Mrs. Offutt commented that maybe this objective is to pro- <br />tect agriculture, but it is also locking them in, and she did not <br />know that they really want that kind of help. She referred to <br />POLICY 6.2 which mentions incentives, including public purchase <br />or transfer of development rights, and stated that she did not <br />understand what is meant by "public purchase." She wished to <br />remind the Board that public purchase takes this property off the <br />tax rolls. <br />Commissioner Bird did not understand why "public purchase" <br />is in there either as he did not understand how that would work <br />on agriculture, and Director Keating explained that it probably <br />won't be used. It was just identified as one mechanism that <br />could be used. Most likely transfer of development rights would <br />be used, if even that is used. <br />Discussion ensued regarding transfer of development rights, <br />and Commissioner Scurlock asked how we are addressing that in <br />this plan. <br />Director Keating explained that we said we will get into <br />more detail when we do the development regulations and the exact <br />ordinance.
