M <br />s <br />Mrs. Offutt suggested that POLICY 8.2 should state that the <br />County "will consider" adopting a Historic Preservation Ordinance <br />by 1992 rather than state that it will adopt such an ordinance. <br />Commissioner Bowman believed that our present policy is not <br />working as evidenced by the fact that fossils were found on the <br />Oslo commercial center site and no one blew the whistle to try to <br />stop the contractor and protect them. <br />ft was agreed that there would be no change in the new white <br />page submitted by staff dated 8/22/89. <br />OBJECTIVE 9 PROMOTE AESTHETIC DEVELOPMENT <br />Indian River County will continue to enhance the aesthetic <br />quality of the community through land development regulations <br />that include landscape design requirements, regulate the usage of <br />signs, provide for traffic and parking control and incorporate <br />the use of natural buffers. - NO COMMENT <br />OBJECTIVE 10 NON -CONFORMING USES AND BLIGHTED AREAS <br />Indian River County will reduce the number of uses which are <br />inconsistent with the Future Land Use Map and will provide for <br />the redevelopment of blighted areas. <br />Michael Keifer, 1943 Charlotte Avenue, noted that POLICY <br />10.5 refers to the automatic or proposed zoning for the Land Use <br />changes, and he believed it was indicated at Monday night's <br />meeting that the only changes that would be made would be from <br />high density to lower density uses, but he did not see where it <br />says that. <br />Commissioner Eggert explained that you conform to Land Use <br />designation if your zoning is less; you just don't conform, if it <br />is more, i.e., Agricultural zoning still conforms to a Land Use <br />designation of 6 upa. <br />Mr. Keifer stated that he was ignorant of the process of <br />rezoning and asked if the Board would go back and automatically <br />rezone properties if the Land Use change has been made. <br />Commissioner Eggert advised that would occur only if the <br />zoning density is too high for the designation. <br />19 W-$ M 41 <br />AUG 2 3 1989 <br />
