AUG 2 3 `���� <br />BOOK 77 PA.GE74tt <br />Mr. Keifer had another question about notice to property <br />owners and also about the map in the advertised notice, which he <br />pointed out was simply a map of the entire county. <br />Attorney Vitunac agreed he did not know how helpful a map of <br />the whole county was, but what they were saying was that there <br />are substantial changes to everything and you need to be aware of <br />what is going on. <br />Director Keating advised that we have complied with the <br />state mandated requirements for public notice, and the state <br />recognizes that we cannot send notices to 80,000 people in the <br />county with return receipts requested. <br />Mr. Keifer believed that other counties have been putting <br />notices of Land Use changes in the newspaper,'and Commissioner <br />Eggert noted that we can do that before the final adoption in <br />February, if desired. <br />OBJECTIVE 11 COORDINATED PLANNING <br />Indian River County will coordinate with the resource planning <br />and management activities of the state and ensure that all future <br />development will be consistent with approved management plans <br />including the Hutchinson Island Management Plan. <br />Commissioner Bird inquired about the "hurricane vul'nerabil- <br />ity zone," and did not recall seeing that on a map. <br />Director Keating advised that it is in the Coastal Zone <br />Element. He further explained that we have two different areas - <br />one where we talk about a coastal high hazard area, which is <br />primarily just seaward of the coastal construction line. The <br />hurricane vulnerability zone encompasses a lot more area. <br />Chairman Wheeler wished to know how you define "intense <br />development," and Director Keating commented that is one of the <br />"weasel" words they put in. We do not have a specific definition <br />for it. Basically the low density residential districts are not <br />considered intense, and what is shown on the map now for those <br />areas is considered non -intense.
