s <br />Management Element has a map of the Hurricane Vulnerability Zone, <br />and Director Keating explained that is for a Category 3 hurri- <br />cane; so, the area would be somewhat less for a Category 1 storm. <br />Commissioner Eggert believed that, relative to development <br />statewide, nothing in this county would be considered intense <br />development, and Director Keating noted that we are just trying <br />to set a policy that is adequate in this regard. <br />Mrs. Johnson referred to Policies 11.1 and 11.2 which cite a <br />Category 1 hurricane and believed that at the P&Z level there was <br />discussion about changing this to Category 3. <br />Staff confirmed that it has been changed to Category 3. <br />Mrs. Offutt referred to POLICY 11.4 and asked what is meant <br />by "hurricane evacuation facilities" - a road or a bridge or a <br />building? <br />Director Keating felt probably a building; he believed we <br />are talking shelter facilities. <br />Mrs. Offutt questioned the use of impact fees at all for <br />that type of thing and also wished to know how you assess the <br />impact of new development on emergency evacuation. She felt it <br />certainly would not be based on L.O.S. standards. <br />Director Keating stated that it would be comparable because <br />you have to determine the capacity of the roadway to accommodate <br />traffic. You are not looking at typical L.O.S. standards re "C" <br />and "D," but at the maximum number of cars that can go in one <br />direction, plus some other factors. This is referenced more in <br />the Coastal Zone Element under the evacuation section as to <br />exactly what is involved. <br />Mrs. Offutt asked if the language could be changed so that <br />it doesn't sound like we are providing new structures, but can <br />use existing structures. <br />Commissioner Eggert pointed out that this says what is going <br />to happen if we run out of existing structures. <br />Commissioner Bird referred back to POLICY 11.2 which says <br />21 `� t 4' G <br />AUG 2 �oorc l F�,, <br />
