Chairman Wheeler believed a lot of questions were addressed <br />and answered at Monday night's meeting. He informed those <br />present that this is a review of the final draft of the <br />Comprehensive Plan, and staff has submitted revisions to the <br />Goals, Objective and Policies on the blue sheets and revisions to <br />the text on the white sheet. He announced that he will go <br />through the Comprehensive Plan element by element and read each <br />goal and objective in the order indexed. If there are any <br />comments or questions regarding any objective or policy, we will <br />discuss them on an as -needed basis. <br />Chairman Wheeler then proceeded to read aloud the goals and <br />objectives of each element, as follows: <br />FUTURE LAND USE <br />Goal <br />Land development in Indian River County will occur in an orderly <br />and controlled manner which ensures balanced growth that maxi- <br />mizes the potential for economic development, provides for the <br />efficient use of facilities and services and ensures the <br />protection of the county's rich and varied environmental <br />resources. <br />OBJECTIVE I COMPACT, LOW-DENSITY DEVELOPMENT <br />Indian River County will have an efficient and compact land use <br />pattern which reduces urban sprawl, while maintaining the overall <br />low density character of the county, and ensuring adequate land <br />for utility facilities necessary to support development. <br />Nancy Offutt came before the Board speaking on behalf of the <br />Board of Realtors and expressed concern about Policy 1.23 and <br />Policy 1.24 in this element, which are now proposed as follows: <br />POLICY 1.23: Nodes with less than 70% of the land area (less <br />riga-it's-of-way) developed or approved for development shall not be <br />approved for expansion unless the node area is reduced an amount <br />comparable to the expansion. Prior to expanding such a node, the <br />County Commission shall adjust node boundaries so that the change <br />does not result in the creation of additional node acreage. <br />POLICY 1.24: Commercial and industrial land use designations <br />a`pprovea—Tn—response to a land use plan map amendment request <br />by an applicant shall revert to their former designation if <br />construction on the site has not commenced within a two year <br />period, unless such timeframe is modified by the Board of <br />County Commissioners. <br />AUG 2 3 1989 3 �,� <br />� <br />
