DRAINAGE SUB -ELEMENT <br />Goal <br />Provide a drainage system for Indian River County which reduces <br />the risk of property damage and inconvenience from long term <br />flooding, promotes stormwater recharge of the shallow aquifer, <br />reduces stormwater pollutant loading of the Indian River Lagoon <br />and receiving waters and provides proper floodplain management. <br />OBJECTIVE 1 FLOOD PROTECTION <br />The County will ensure that all new development in the county has <br />reasonable flood protection. - NO COMMENT <br />OBJECTIVE 2 EXISTING DRAINAGE_ SYSTEMS <br />The County will improve existing drainage systems to enhance <br />discharge and reduce flooding, to maximize the use of existing <br />drainage facilities, and to discourage urban sprawl. - NO COMMENT <br />OBJECTIVE 3 CAPITAL IMPROVEMENTS <br />Drainage improvements shall be constructed in accordance with the <br />20 -year Drainage Improvement Plan. - NO COMMENT <br />OBJECTIVE 4 INTERGOVERNMENTAL COORDINATION <br />The county will cooperate and assist federal, state, and local <br />agencies having stormwater jurisdiction within Indian River <br />County. - NO COMMENT <br />OBJECTIVE 5 PRESERVATION OF FLOODPLAINS AND FLOODWAYS <br />The County will protect and preserve natural floodplains and <br />floodways. <br />Mrs. Offutt referred to Policy 5.3 on Page 62, which says <br />the County will require the preservation or compensation of <br />floodplain storage for all new development within the 10 -year <br />floodplain. She noted that at the P&Z meeting, it was discussed <br />that rather than "compensation," they would provide "mitigation." <br />Director Keating pointed out that this is not monetary <br />compensation, but Mrs. Offutt argued that mitigating is a more <br />accurate description. You are compensating for the floodplain; <br />so, you are mitigating. <br />Commissioner Scurlock noted that when you compensate, it is <br />one for one; when you mitigate, it is not necessarily, and <br />Director Keating agreed that was the difference. <br />G231 <br />41 BOOK � 6 F��E.7"" <br />
