(") ,3 1989 <br />BOOK tl e 16 <br />Attorney Vitunac felt compensation is not necessarily one <br />for one, but it is more than mitigation. <br />It was decided to leave in the word "compensation." <br />OBJECTIVE 6 RECHARGE OF THE SHALLOW AQUIFER <br />The County shall ensure that clean stormwater recharge of the <br />shallow aquifer where soil conditions provide adequate <br />percolation. <br />It was pointed out that the word "that" should be removed. <br />OBJECTIVE 7 WATER QUALITY PROTECTION AND IMPROVEMENT <br />The County will reduce stormwater runoff pollutant loading to <br />waterways outfalling in the Indian River Lagoon and other <br />receiving waters in order to protect water quality. <br />Commissioner Scurlock asked how the Comp Plan affects the <br />Drainage District, and Director Keating advised that staff worked <br />with them and, in fact, used their model in developing the Plan. <br />We say that we will coordinate with them. <br />Commissioner Bird asked the Public Works Director if it is <br />reasonable to state that we will reduce the amount of stormwater <br />runoff pollutant loading to waterways outfalling in the Indian <br />River Lagoon since there are many drainage ditches, canals, etc., <br />over which we have no control. <br />Director Davis believed that we can attempt to reduce the <br />total pollutant loading from county contributed sources by the <br />paving of unpaved roads and by requiring new development to meet <br />the water quality standards. <br />Commissioner Bird noted that, in other words, we are not <br />necessarily saying we are going to reduce the volume, but by <br />reducing solids, we are reducing pollutants; so, pollutant is the <br />key rather than volume. <br />Mrs. Jeannette Lier inquired if there is any way to have <br />some control of the DOT and their runoff ditches off of U.S.[ <br />42 <br />
