Mrs. Offutt questioned the requirement in Policy 1.4 for a <br />"drying -out period for land -clearing debris." She wished to know <br />how this will be accomplished and where the debris is to be <br />storaged while it dries out. <br />Commissioner Scurlock advised that we have an area at the <br />Landfill right now where we do that. He believed we had about 10 <br />acres of material stored that we were trying to buy a chipper <br />for; we have a burner there. <br />Director Keating commented that there was a lot of discus - <br />cion at the P&Z that if the ability to burn on site isn't allowed <br />for Ag and some remote urban development, then the whole process <br />could be worse. He felt probably part of a site will need to be <br />used to accommodate the debris for drying out. <br />Planner DeBlois advised that presently staff allows a 60 day <br />period for people to remove debris, which in itself unofficially <br />gives the drying out period, but this would make it more of a <br />substantial requirement before the burning would occur. <br />Mrs. Johnson wished to be sure that under Policy 1.2 regard- <br />ing the feasibility of eliminating open burning in association <br />with urban development, that we are not referring to Agricultural <br />land and that they are excluded from this because it doesn't say <br />that specifically. <br />Commissioner Bowman believed that we all suffer from smoke <br />no matter where it comes from. She felt there is a need to <br />educate people on how to burn properly, and Commissioner Scurlock <br />felt possibly that when they burn, we should require them to have <br />a blower on site, which will cause a quicker and cleaner burn. <br />Director Keating agreed that we could put that in the Plan, <br />or we can leave it out and look at it some more and consider it <br />in February, or we can put it in an ordinance. <br />AU G 2' A89 51 EOOa / FA 77 <br />70i <br />
