AUG 2 3 1 J <br />BOOK. 77 FADE 9 <br />Oaks marina where they wanted to go public because they could get <br />a better ratio of the pre-empted area for their dock if it was <br />available to the public. <br />OBJECTIVE 4 BEACHES AND DUNES <br />Indian River County will have an adopted comprehensive beach and <br />dune management plan by 1991, which protects, maintains and <br />enhances a naturally functioning beach and dune system, while <br />ensuring that no unnatural disturbances of the primary dune <br />system occur. <br />Commissioner Bird felt that as we go through this, we <br />develop ourselves a bigger and bigger workload which will require <br />more and more staff. <br />Director Keating noted that staff tried to stagger these so <br />that some are required in different years, and by the time we <br />come back in February, staff will have a good estimate of how <br />many man hours by year this will take He was confident this will <br />be less than perceived at first shot. <br />Mr. Keifer referred to paragraph b. of Policy 4.4 which <br />talks of public structures a minimum of 6' wide and asked if this <br />is talking about the ramps themselves or the cross-over struc- <br />tures. He believed the maximum the state would allow is 81, and <br />he asked if we can put language in that will allow 6' wide or <br />subject to DNR approval because there may be cases where.the DNR <br />is going to cut their criteria back down to 61, and if this says <br />minimum of 6' and the DNR says a maximum of 61, it is 6' or less. <br />Director Keating noted that the objective is to provide for <br />handicapped and that is why we have a minimum of 61. The <br />objective is not to have it under that because it might provide a <br />barrier. <br />Mr. Keifer asked if we have minimum standards for non - <br />handicapped public access, and Director Keating stated that the <br />objective is that they all should be barrier free. <br />58 <br />
