AUG 2 31989 <br />BOOK .7 7 7:3 1 <br />used, nothing has to be removed when you add, but if you are <br />going to add to the node when the 70o isn't met, then something <br />would have to be removed. <br />In discussion it was noted that the criteria we have had has <br />been working so far, and Mrs. Offutt asked if she could suggest <br />that the Board leave the system the way it is. <br />Commissioner Bird suggested the possibility of coming up <br />with a percentage that works the other way, i.e., until a node is <br />Xo developed, it is very unlikely we will allow expansion. <br />Mrs. Offutt felt by setting these percentages and adopting <br />them in the Plan, the Board is preempting the normal workshop <br />process that is usually followed to develop such things. She <br />suggested that the Board not be that specific in setting these <br />percentages now, but do that through an ordinance rather than <br />have it in the Comprehensive Plan. <br />Commissioner Scurlock believed that if the Board does not do <br />enough here, the Plan won't be accepted by the state. <br />In further discussion, Commissioner Eggert commented that <br />her understanding is that if you go out specifically to rezone <br />for a special purpose, for instance, residential to commercial, <br />and then you do nothing for 2 years, the zoning will revert, but <br />something that is just sitting there now in that node that is <br />commercial, can just sit there and nothing will happen to it. <br />Commissioner Scurlock felt for good planning, the nodes <br />should be designed in some specific shape, rectangles, squares, <br />etc., and that is it. <br />Commissioner Bird stated that he would suggest removing <br />Policy 1.23 unless we can find a satisfactory way to modify it. <br />Several suggestions were made, and Planner Sasan Rohani referred <br />the Board to Policy 1.23 as set out on the earlier white page, <br />which simply reads: <br />"No Node should be considered for expansion unless 700 of <br />the land area (less rights-of-way) is developed or approved for <br />development, or otherwise warranted by the proposed development." <br />6 <br />
