OBJECTIVE 2 URBAN SERVICE AREAS <br />All future development including residential densities greater <br />than 2 units/acre, commercial and industrial development will <br />occur in Urban Service Areas which contain the infrastructure and <br />services needed to accommodate such development. <br />Mrs. Offutt wished to know if the county's interpretation of <br />"containing the infrastructure and services needed to accommodate <br />such development" is saying this must be in place or planned for <br />and bonded and capable of being met within the next 5 years. <br />Director Keating advised that criteria is specified within <br />the Capital Improvements Element in the concurrency management <br />plan section, and it is based heavily on DCA rules. It is quite <br />complicated and there are different criteria for different <br />improvements. <br />Commissioner Eggert asked if any of that criteria says it <br />has to be in place physically, and Director Keating confirmed <br />that some does. <br />Commissioner Scurlock believed the real problem is in <br />transportation, not water and sewer. <br />Mrs. Offutt felt there should be reference made to the DCA <br />criteria used, and Director Keating advised that we do have a <br />cross reference to the concurrency management plan in the Capital <br />Improvements Element set out in Objective 3 LEVELS OF SERVICE, <br />Policy 3.2. <br />Commissioner Bird believed Objective 2 is a pretty strong <br />statement regarding urban service areas. He asked if, for <br />instance, a developer wants to develop an industrial complex in <br />the 1-95/512 Node prior to us putting in a county system to <br />service it, can he provide his own package system. <br />Director Keating confirmed that he can.
