Administrator Chandler believed the CRA has $50/60,000 in <br />their budget for professional studies, and that is why they asked <br />this firm to make a conceptual presentation and come back with a <br />proposal. He wanted to make it clear that the contract before <br />the Board is anticipating the project will be in that 6 block <br />area. He did not think there is any problem with expanding the <br />study from 21st Street to Route 60, but if we ask them to address <br />sites other than that area, he believed we will have to renegoti- <br />ate. He believed our discussions have been that the courthouse <br />would be within that area, unless parking makes it impossible. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, to accept staff's recommendation <br />to approve the contract with Herbert/Halback, Inc., <br />but expand the scope to include the additional area <br />indicated by our discussion. <br />Commissioner Bird advised that he will vote for the Motion, <br />but he is constantly torn between trying to do what we can for <br />revitalization of the downtown area, and the other side of the <br />coin, which is that we ultimately are going to be paying a <br />premium for the land required in that area. However, he was <br />afraid if we move away from the downtown area, it may have a <br />negative effect. <br />Commissioner Scurlock noted that if we should move com- <br />pletely away, he believed the old Courthouse would just continue <br />to degradate, and Chairman Wheeler pointed out that we already <br />have made a rather large commitment with the library going in <br />that immediate area. <br />Commissioner Scurlock believed everyone in that area is just <br />sitting and waiting to see how it goes. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />31 <br />SEP �9 <br />
