S E P - 1939 <br />DESIGN AGREEMENT <br />POOK 17 <br />Farr-s2p <br />THIS AGREEMENT, entered into this_day of-A[��9 989, by <br />and between Indian River County, 1840 25th Sifreet, Vero Beach, <br />Florida 32960, hereinafter called the- "Owner", and <br />Herbert/Halback, Inc., Landscape Architects, Planners and Graphic <br />Designer, 315 East Robinson Street, Suite 505, Orlando, Florida <br />32801, hereinafter called the "Consultant." This Agreement shall <br />incorporate the Request for Proposals for the Courthouse/Judicial <br />Complex Master Plan Consulting Services by reference and all <br />specifications in the Request for Proposal including those for <br />Scope of Services,' General Terms and Conditions, Insurance <br />Requirements, Hold Harmless Clause, Special Contracts Terms and <br />Conditions are hereby accepted and agreed to by Consultant and <br />Incorporated herein. - <br />ARTICLE I. DESCRIPTION OF PROJECT <br />The Consultant shall -develop a facility master plan conceptually <br />documenting square •footages, setback and critical dimensions, <br />based on input from County personnel, for a new <br />Courthouse/Judicial Complex Facility. This will be done in <br />conjunction with a Conceptual Master Plan for the entire property <br />chosen, and possible future development of additional facilities. <br />The area to be studied shall be nine blocks, bounded by 23rd <br />Street to the north, 17th Avenue to the west, 20th Street to the <br />south and 14th Avenue to the east. The Consultant shall address <br />relevant factors that effect the nine -block area, as well as how <br />the Master Plan -may impact the City of Vero Beach Downtown <br />Redevelopment Plan (i.e., vehicular traffic flow, intersections <br />and signalization; parking; pedestrian traffic;. utilities; <br />streetscape improvements; building massing; etc.). The traffic <br />and utility study area shall be large enough to reasonably assure <br />the conceptual feasibility of the project. <br />Furthermore, the traffic element of the preferred alternative <br />Master Plan shall address conceptually, issues raised in the <br />County's Site Plan Review Standards, or applicable City standards. <br />Traffic information used for this review shall be supplied by the <br />County and the Consultant shall not be responsible for its <br />accuracy. The. Consultant shall notify the County what additional <br />information is' -required for the future Final Site Plan Review and <br />Approval Procedure and Traffic Impact Analysis. <br />The Consultant shall advise the Owner if a Development of Regional <br />Impact threshold analysis is required. <br />The Consultant shall provide all necessary coordination and <br />meetings with County and City staff, as well as assist in a <br />maximum of one.public workshop and two public presentations. <br />ARTICLE II. SCOPE OF SERVICES <br />The Scope of Services for this project shall include those <br />normally performed by an Urban Planner, but more specifically they <br />will include:. <br />SAID CONTRACT IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD IN <br />ITS ENTIRETY. <br />32 <br />
