_I <br />SEP 5 1999 Boos �!� F,u 836 <br />people have supported #3 mainly due to the new plan to make that <br />causeway more of an upgrade commercial area. <br />Commissioner Bird inquired about the difference in the <br />financial impact of these two alternatives on anything that the <br />Board of County Commissioners has anything to say about. <br />Director Davis noted that the county is not being asked to <br />participate in funding the bridge itself and the county is not <br />being asked to fund the mitigation. The DOT wrote the County a <br />letter a month and a half ago saying that we are looking hard at <br />#3, and we understand you are progressing quickly on the <br />Boulevard; so, let's marry the two projects for mitigation. We <br />wrote them that we are not in the posture to delay our project, <br />and we don't want to wait a year or so for you to consolidate <br />your plans for mitigation of the bridge, but we do feel that <br />beyond the impoundment we are looking at using for mitigation, <br />there are some remainder parcels that are high and dry and could <br />be opportune areas for additional mitigation of the bridge. We <br />told them we were having our appraisals done to present offers to <br />the property owners of the impoundment, and they then wrote the <br />letter the Board has before them today in regard to cost sharing <br />on the remainders we don't need for the Boulevard project. We <br />have received our appraisals for what we need for the Boulevard, <br />and we know what the values of those remainders are; we are <br />basically in a position now in assisting the DOT in acquiring the <br />remainders once we begin to negotiate with the property owners, <br />and the DOT can perhaps purchase the remainders from the parent <br />tracts we are purchasing the impoundment from. <br />Commissioner Scurlock asked if every environmental agency <br />has been opposed to Alternate #3. <br />Director Davis commented that at the meeting of the <br />Governor's Sub -Committee on Managed Marshes, he heard verbally <br />that many of those various agencies - the National Fish & Game <br />Commission, National Marine Fisheries, Mosquito Control, etc., do <br />not prefer Alternate #3. <br />40 <br />
