and it should have. <br />Mr. Koolage pointed out that with the new <br />Comprehensive Plan we have a viable document to start looking at <br />what we can expect in the future. <br />Commissioner Eggert noted that the mandated Comp Plan has <br />the capital improvements estimated out to 2010, but Mr. Koolage <br />emphasized that you have to project the operating expenses as <br />'we I I . <br />Commissioner Eggert advised that they have been telling the <br />Libraries and the Health Dept. to project their operating <br />expenses, and Mr. Koolage felt that everybody was shocked at the <br />cost that came out of the libraries. <br />Commissioner Wheeler didn't like paying taxes any better <br />than anyone else, but felt that while our county may not be a <br />utopia, it is a lot better than many other areas in the state. <br />Commissioner Bird shared Mr. Hill's frustrations as to the <br />trend line in tax increases, and felt that Mr. Hill had <br />articulated his concerns about as well as anyone he has heard in <br />the nine years he has been a Commissioner. He explained that the <br />Commissioners and staff go into the workshops trying to keep the <br />taxes the same, but invariably it seems like every year we get <br />hit with something that we -have to fund that we really hadn't <br />anticipated. One year it was an unbelievable increase in <br />liability insurance costs, and last year we had to help the <br />libraries some. This year we had to assume the ALS service and <br />then there is the big increase in the Sheriff's budget. He hoped <br />that we don't have something unforeseen that will clobber us next <br />year and that we go into the budget sessions next year with the <br />philosophy of trying to hold the millage rate the same or reduce <br />it and letting the new construction and increased values carry <br />us. He further hoped we would go into those budget sessions <br />aggressively, remembering the cautions that Mr. Hill has put <br />forth here tonight. <br />Mr. Hill suggested a cap, but Commissioner Scurlock <br />emphasized that 400 of the total budget is spent on law <br />L <br />
